This paper examines whether all forms of so-called new, non-state or non-traditional violence are in fact new. It presents some general guidelines to address the resulting challenges. The paper outlines the changing pattern of violence, identifies implications for key security actors and discusses the shifting face of violence. Furthermore, the paper discusses questions such as whether lethal violence is declining, what the trends in traditional and non-traditional warfare are and how societal changes affect the issue. The paper finds that formal conflict may decline, but human security remains a very precarious commodity.
