This paper analyzes the role being played by Internet intermediaries in the debate over online censorship and cyber security. As the text’s author sees it, these intermediaries, which include Internet service providers, Internet hosting services, and social media platforms, are vulnerable to cyber exploitation because of the large streams of information they disseminate. With this vulnerability in mind, the author then compares existing intermediary liability laws in the EU and Japan, and outlines the best ways to apply them.
