This paper analyzes the importance of burden sharing and international cooperation when meeting the needs of refugees. The text’s author argues that while the principle of international cooperation has been largely accepted as a key part of the global refugee regime, disagreements remain over the scope, scale and predictability of burden sharing, primarily because binding commitments still don’t exist. In light of these gaps, the author calls for state-led mechanisms that lay out how refugee burdens might be measured (both financially and physically) and shared between countries of first asylum and third party countries.
