This paper examines the local, institutional, regulatory, and bureaucratic barriers that African states must eliminate if they hope to reduce their climate technology gaps. To assimilate and deploy the technologies they need, national governments should 1) promote local awareness and transparent stakeholder engagement; 2) review current technology transfer laws to ensure they are properly aligned; 3) promote the development of small- and medium-scale ‘cleantech’ start-ups; and 4) pursue both regional and international cooperation.
