This publication contends that trade has become a taboo topic in climate negotiations on the implementation of the Paris climate agreement. To avoid a collision between the climate and trade regimes that could be harmful to both, the text’s author argues that the ongoing deliberation on response measures in the climate regime should be reframed by ending this climate taboo on trade. He lays out this argument by outlining 1) the interlinkages between trade and climate change; 2) climate negotiations and climate law on response measures, as well as the overlap of the latter with trade law, and 3) what should be included in the definition of a climate response measure.
