This paper addresses the political development of Ukraine since its independence in 1991, commenting on theoretical and empirical findings of transformation management. The paper identifies important factors and key elements along the path to liberal democracy, discusses the concept of good governance and outlines Ukraine's infrastructure of good governance. The paper argues that in addition to economic growth, the strengthening of the democratic consensus in all parts of society is a decisive factor supporting democratic consolidation in Ukraine.
