This paper discusses challenges to the functioning and development of the UN as well as proposals for its reform that were prepared for the UN World Summit on 14-16 September 2004. The paper focuses on challenges in the field of development, peace, security, human rights and the rule of law. Subsequently, the paper looks at the suggested reform of UN institutions such as the Security Council expansion.
