This paper surveys the shifting conceptual nature of risk and security. More specifically, it meditates on such diverse issues as the impact of time and space on how we generally comprehend war, the growing the pre-eminence of time in military strategizing, and the general changes the concepts of risk and security have undergone since the 911 attacks. (Note: The paper is a part of the EU-financed COST Action A-24 project on "The Evolving Social Construction of Threats.")
