This paper offers recommendations on how the US can best influence Iranian decisions regarding the acquisition of weapons of mass destruction (WMD) and missile delivery systems. The authors explain that US engagement would focus initially on expanding economic relations, to be followed by political dialogue and, eventually, some military-to-military relations. The paper states that a broader engagement would contribute to a better mutual understanding and could serve to provide more direct access for US governmental and private views on key bilateral issues, including WMD proliferation.
