This monthly briefing evaluates the nature of security policy the Brown administration tries to implement. According to the author, the first month of the new government was marked by a number of decisions that gave mixed signals on defense and security policy. The paper thus draws attention to the decision to phase out the Defence Export Services Organisation (DESO), while allowing the US to use its substantial facility at Menwith Hill in North Yorkshire to be part of the ballistic missile defense program and the plan to build two large aircraft carriers.
