This paper discusses the effect of the end of the Cold War on the role of nuclear weapons. It also examines the balance between the purpose they serve and the risk they embody. The author advocates a more comprehensive approach to nuclear weapons along with the strategic concept of reassurance. The concept involves reassurance of non-usage and consensus-building among the haves and the have nots.
