This paper examines European and Latin American perspectives on the US-Cuban relations. It demonstrates the implications for US policy and describes the political context for the confrontations between the US and Cuba. The paper offers a summary of discussions and ideas presented by European and Latin American governmental and non-governmental actors in workshops held between 1996 and 1998.
