This paper examines the pros and cons of the European Neighborhood Policy (ENP) toward Eastern Europe. The paper comments on the implications of the rainbow revolutions in Georgia and Ukraine, outlines the goals of the ENP and identifies its benefits and shortcomings. Subsequently, the paper suggests steps for an improved policy toward Eastern Europe. The paper argues that the EU has to define whether the ENP belongs to an "enlargement light" agenda or to its external relations.
