This report analyzes the history of al-Qaida’s internal and long-running debates over the strategies and larger goals of the jihadi movement. The report presents several documents captured in the course of operations supporting the war on terror. It includes a sourced account of the ongoing struggle between different factions within al-Qaida’s leadership as well as specific recommendations for effectively exploiting weaknesses arising from these internal struggles.
