This report discusses a proposed phased transition plan for Iraq. It recommends that the US use what leverage it still has in Iraq to maximize the probability of securing the following ends: preventing the establishment of al-Qaida safe havens, preventing regional war and preventing genocide. The authors propose a specific timeline for US military withdrawal from Iraq and a detailed plan for how to achieve it.
