This paper examines NATO's relations with the UN, the EU and the OSCE since the early 1990s, focusing on problems as well as achievements. The paper also considers prospects for improved interorganizational coordination, bilateral and multilateral, with a view to more effective policy implementation. The author concludes that although high-level political initiatives are necessary on some occasions, incremental progress at the working level has frequently proven more fruitful than such initiatives.
