This report addresses the challenges of migration and calls for greater harmonization of immigration policy in North America and Europe. The authors start by describing immigration, admission and control policies and outline relations with sending countries with a focus on cooperation, trade and development and shared-land borders. Subsequently, the paper assesses the economic, civic and social integration of migrants.
