This discussion paper illustrates the challenges, prerequisites and consequences of an integration of the Balkans into the EU. The paper discusses in-between legacies of instability as well as perspectives of integration and comments on regional cooperation, status issues and robust mediation. The paper concludes that without political will and stamina on both sides, this European project could easily end in a quagmire of simulated reforms, shunned risks and diluted conditionalities.
