This report addresses the improvement of political leadership in the EU and advocates the election of a president of the Commission by the European Parliament (EP). According to the authors, this would strengthen the overall legitimacy and political clout of the Commission and at the same time reinforce the EU’s parliamentary character. The paper links this idea with the necessity to restructure the European Council and to reinforce the role of both the Commission and the EP, thereby providing for a holistic reform approach.
