This paper summarizes the main arguments of an in-depth analysis about the enlargement of the EU. The author describes the looming crisis of the EU, identifies the democratic challenge and outlines practical implications for the EU Constitution. Subsequently, the paper reviews implications for an efficient economic governance. Among other things, the paper suggests that a non-ratification of the Constitution should be treated as a voluntary withdrawal from the EU.
