This paper analyzes the outcome of the negotiation process on the future status of Kosovo, which was opened in October 2005 by the UN Security Council. The authors further reflect on the new meaning of conditionality and the gaps in the EU’s strategic toolbox. The paper concludes that the EU seems ready to take the lead in managing both the post-status status for Kosovo and the stabilization and transformation process for the region as a whole, although the authors mention contradictory changes in the EU’s strategic approach.
