This paper asks how well prepared the Polish administrative system is regarding the EU's structural policy and which are the main problems regarding the implementation of EU Funds. The author assesses what kind of institutions, rules and policies were created for the structural policy in Poland. The author concludes that it is hard to predict the macroeconomic effects of the utilization of the Structural Funds and the Cohesion Fund.
