This report analyzes what major issues will be discussed at the September 2005 UN World Summit and tries to predict what obstacles could be standing in the way of a successful outcome. The author focuses on the possible extension of the Security Council and concludes that the reforms and innovations to be addressed represent an important step forward in strengthening multilateral cooperation to confront the intertwined challenges of development, governance and security.
