This strategy paper examines the conditions for a successful EU Constitution. It argues that the document must incorporate the constitutional traditions of the member states and make the list of the EU’s tasks clearer. It must also ensure leadership, guarantee an enlarged Europe’s continued ability to act, and finally, it must allow for further developments in the constitutional community.
