This policy paper analyzes and makes recommendations for the EU's policy toward the transition process in post-invasion Iraq. It examines the EU member countries' shared key interests in Iraq and the common fundamental principles they wish to uphold for the future of the country. The authors then argue that the EU should concentrate on political reconstruction, institution building and the rule of law as well as regional security cooperation with neighboring countries.
