This paper assesses the successes and failures of the Open Methods of Coordination (OMC). This mechanism was developed in the EU as a governance mechanism that consists of coordination rather than legislation, is open to various actors, policies and methods, and is transparent and open to the public. The author argues that, although they have potential, OMCs have revealed more deficits than positive results, primarily because of the concept’s linguistic and conceptual vagueness. He then elaborates on six measures to fix these flaws.
