This paper examines the role of the Balkans and the Black Sea region in EU policy and explores possible strategic options. The paper describes the risks and challenges beyond the borders of the Euro-Atlantic community, the external actors involved and presents policy options toward the Balkans and the Black Sea region. The authors argue that the lack of coherent strategies addressing these regions threatens to prevent Europe from achieving its full potential.
