This publication addresses the conceptual schism among EU member states on the aim and future of the Union and examines the strategies needed to overcome this problem. According to the authors, the EU needs to assert itself internally by pursuing a strategy of institutional efficiency, and externally with a strategy for shaping global politics. In addition, a atrategy for the promotion of European self-assurance is needed, providing Europe with a new raison d'être and clearly communicating the reasons for further European integration to citizens.
