This bulletin highlights 1) the limits of Russia-Saudi Arabia cooperation in the armaments sector due to the two countries' competing regional interests; and 2) the potential opportunity for cooperation between the two nations in the energy sector. With regard to the latter point, the text's author contends that Russia and Saudi Arabia’s shared desire to maintain stable, and preferably high, global oil prices could serve as the basis for a lucrative economic partnership.
