This paper sets out the background to the UK Freedom of Information (Amendment) Bill 2006-07. The author explains that the Bill has two purposes; firstly it removes both Houses of Parliament from the list of public bodies included within the scope of Schedule 1 of the Freedom of Information Act 2000 (FoI Act 2000); secondly, it makes communications between Members of Parliament and public bodies exempt from the FoI Act 2000, although a public authority might still be able to release such correspondence, if it is considered that the public interest in disclosure was greater than the public interest in withholding the information.
