This research paper outlines the key elements of the EU’s strategy and approach to the Western Balkans between 2003 and 2007. It charts out the change in attitudes towards the Western Balkans following the referendums on the Constitutional Treaty and considers the criticism of the EU strategy and sketches the current state of play in each of the Western Balkan states. This paper provides a particular emphasis on the potential candidate countries of the Western Balkans: Albania, Bosnia-Herzegovina, Montenegro and Serbia.
