This report contains main findings of the 2007 edition of the Center for Global Development's "Commitment to Development Index" (CDI) which ranks 21 rich-country governments on how the full span of their policies affect the developing world. The CDI captures policy areas such as aid, commerce, migration, military affairs and the spread of new technologies.
