This report discusses the continued armed violence in Congo's North Kivu province despite the 2003 Sun City Agreement. The paper analyzes why the North Kivu conflict was not settled during the transition period since the Agreement, explores the dynamics of the crisis following the 2006 presidential elections and outlines short- and long-term measures necessary to stabilize the province. The paper finds that the continuation of the crisis results from failures of the Congo peace process in army integration, economic governance and transitional justice.
