This paper contains an interview with Amos Sawyer - an expert on Liberian politics and society. The article addresses the post-conflict state-building process in Liberia and the international community's general state-building approach. It is argued that a system of "polycentric governance" is better suited to the social and political realities in Africa's fragile states than the imposed system of unitary sovereignty.
