This paper examines the ratification prospects of a revised EU Constitution Treaty. It explains that upon the conclusion of the final amending treaty has, the ratification process will begin in the 27 member states. According to the author, most member states will ratify the Treaty by a parliamentary method, although it is likely that Ireland and Denmark will hold a referendum. The paper reviews the history of the EU's Constitutional Project, presents the respective opinions from both the EU institutions and the member states, assesses the mandate for a new Inter-Governmental Conference and comments on public opinion.
