This essay serves as the background paper for the Fund for Peace project on threat convergence. It introduces the concept of threat convergence - which comprises weapons proliferation, terrorism and failing states - and reviews the three fields of enquiry. It also includes a case study on Pakistani nuclear scientist A Q Khan's illicit nuclear procurement network, which supplied both Pakistan and other countries with nuclear technology and knowledge.
