This summary paper highlights the ideas generated during a 2006 mapping workshop on terrorism threat convergence. The workshop was convened to promote information exchange on alliances, networks and other pathways that could lead to a catastrophic terror attack. The paper discusses both the supply of nuclear technology and expertise and the demand for such weapons by extremists.
