This paper discusses legal guidelines and regulations on stem cell research in the UK, as defined per the Human Fertilisation and Embryology (HFE) Act of 1990. The paper reviews the provisions of the HFE Act with regard to stem cells, cell nuclear replacement and embryo research, comments on the risks and potential associated with stem cell research and introduces the recommendations of the Donaldson Report as well as the proposed regulations under the HFE Act. Subsequently, the paper examines the EU's policy in this field and reviews opinions and positions of various political and social groups in this debate.
