Publication

This paper discusses the development of the Common European Security and Defence Policy (ESDP) and provides an update on the progress made during 2000. The author provides insight into the shape of the concrete policy outcome likely to emerge at the Nice Summit in December 2000. The paper introduces the Helsinki proposals on ESDP, comments on the headline and collective capabilities goals, sheds light on institution building and the decision-making structure and reviews US reactions.
