This paper details the events surrounding the WTO's 3rd Ministerial Conference on trade from 30 November to 3 December 1999 in Seattle. The authors explain how the event was meant to herald the start to a new round of WTO trade negotiations, but instead was overshadowed by violent street protests and political failure. The paper highlights possible agenda items for a new trade round, including industrial tariffs, agriculture and technical barriers to trade and identifies aims and ambitions of the new trade round and UK priorities as well as controversial issues.
