This paper examines the remaining steps of the Panama Canal transition and develops a progress report. The authors analyze the US-Panama relations and underline what might go wrong if inadequate consensus exists in both countries to resolve the remaining issues. They offer recommendations on how to prevent such a situation. The paper explores in particular legislative adjustments, traffic and tolls and military properties.
