This paper comments on the political and strategic implications of US plans for the deployment of elements of a missile defense system in Europe and analyzes the related political debate. The paper describes technical features of the missile defense system and identifies relevant issues with respect to the inclusion of Russia, the role of both NATO and the EU and the debate in Germany. The paper suggests pressing ahead with plans for a comprehensive missile defense system within the framework of NATO and in cooperation with Russia.
