This paper discusses the EU's policy toward the Balkans, commenting on the Greek presidency of the EU Council of Ministers. The paper reviews the developments in several Balkan countries, examines the statements of the Thessaloniki European Council and points to challenges on the EU's policy agenda. Subsequently, the paper presents key recommendations with a focus on the EU, macroeconomic deficits and regional instability. The paper argues that the EU's southeastern enlargement will not be similar to its eastern enlargement.
