This paper evaluates Germany's political priorities for its EU presidency in the first half of 2007, commenting on the chances of a revised policy toward Eastern Europe. The paper introduces the plans for an improved EU Neighborhood Policy, a renegotiated "Partnership and Cooperation Agreement" with Russia and a strategy toward Central Asia. It also comments on the respective achievements. The paper argues that Germany's EU presidency could not fulfill the high expectations that had been raised.
