This paper discusses the provisions in the UK Transport Bill related to national air traffic services. The author examines the measures proposed by the bill to enable public-private partnerships established under the umbrella of the National Air Traffic Services Ltd (NATS). The paper introduces structure and functions of NATS, the history of privatization proposals and responses to the Labour government's proposal. Subsequently, the paper outlines the private finance initiative, reviews the organization of air traffic control in other countries and presents the provisions of the bill.
