This paper describes how a climate change levy has been proposed in the UK as a measure to encourage businesses to become more energy efficient and thus reduce atmospheric carbon dioxide emissions. It summarizes the genesis of the levy, reviews the principles of environmental taxation and comments on the link between energy policy and the toll. The authors explain that as a tax on energy use, the levy has attracted criticism from the manufacturing industry as well as from some environmentalists who would have preferred a carbon tax instead.
