This paper describes the 1999 crisis in British farming and discusses the March 1999 reform of the EU's Common Agricultural Policy (CAP). The paper provides an overview of UK farming, introduces CAP reform and identifies sectors affected and unaffected by it. Subsequently, the paper explains why resistance to CAP reform is so strong.
