This paper discusses the recommendations of the Jenkins Report for modifying the electoral voting systems for parliamentary elections in the UK. The author examines the political background out of which the Report evolved and details the efforts of the Labour government to bring about voting system changes. The paper assesses the arguments for and against electoral reform.
