This paper provides historical and political background information on the UK's Northern Ireland Bill. The author examines several of the legislative and operational aspects of creating a devolved assembly for Northern Ireland as part of the provisions of the Bill and gives a complete overview including the devolution of functions, financial aspects and various equality and human rights issues for Northern Ireland.
