This report summarizes the panel discussions of a NATO EAPC/PfP workshop in March 2007 on terrorism-enabling environments, threat convergence and counterterrorism. The panels discussed the threats of WMD proliferation, terrorism, non-state actors and criminal networks. They also explored strategies for countering environments that enable terrorist activities and controlling the terrorist threat.
